Emergency Calling – Network and Mobile Phone Testing

Description

The Code is designed to provide requirements for Nominated Mobile Network Operators (MNOs) to support testing to demonstrate and document:
(a) selected Mobile Phones have the ability to make Emergency Calls on an alternate network when:
(i) there is a lack of coverage from the Home Mobile Network; or
(ii) the Radio Access Network (RAN) of the Home Mobile Network has Wilted; and
(b) behaviours of the selected Mobile Phones in various network test failure scenarios.

The Code supports the obligations on Nominated MNOs to provide an Emergency Call Service set out in the Telecommunications (Emergency Call Service) Determination 2019 and Industry Code C536 Emergency Call Service Requirements and Recommendation 3 of the Bean Review Report.

The Department has currently contracted the University of Technology Sydney (UTS) to establish a Controlled Test Facility (CTF) and to act as a CTF Host.
